Is this normal i just hit lvl30 and i have only 2 new rune slots???

Yes, you have to buy rune pages if you want more

But masteries are much easier to navigate, and select so it can be done during champ select. So you don't really need a ton of pages anymore.

It works like the old system: you only get 2 editable rune pages (+ the 5 premade ones). If you want to have more, you have to buy them (6300 BE or 590 RP), but you can edit them so quickly in champ select that you don't really need to ever buy more.
