No longer chat restricted but still unable to get loot

I recently received a chat restriction and played my games, I am no longer restricted but twice I have been told that due to behavioral problems I can not obtain loot. Is this an intention of the system to completely BAR anyone who's even gotten a base level warning from participating in hex crafting or is this a really serious bug, also I was playing a game and bought some chests, but I had the purchase item menu up when my que popped, I hit continue and it said I acquired the item but when I checked my RP hadn't depleted, possibly another bug.

The chat restriction can end but the hex ban will have a lasting effect. No one knows for how long...but, unlike chat restrictions, I do not believe it is a set game amount ban...it is a time ban. So, say it is a month after you get punished...doesn't matter if you play 100 games a day or 1 game a month, you are going to be banned for 30 days.

Well chat restrict also hurts your teammates because they now have a player on their team that cannot speak even if they wanted to say someting productive. Its a joke.

So is there no way for us to get loot? I mean there is like no information aside from the reason being our previous issues. I was also chat restricted like 2 months ago and I did the 10 game thing more than 30days ago. So unless us being chat restricted once means we can never get loot again, shouldn't this be a bug. I would like an explanation, if this means I can never get loot then I might as well start a new account. If it means I will be punished for a whole season I don't mind living with it, even though I find this whole tribunal system to be unjust. I mean seriously man especially now that u can have 4 people premade in ranked with that one random guy (me), they can all report me and flame at me for no reason. When I saw the tribunal system people don't read the chat they look at the number of reports and punish. Being punished for a mistake I never made seems to be ridiculous, I understand riot wants to improve gaming experience, but seriously why can't they focus on being the final deciders for bans or restrictions. The better idea would be letting people do the tribunal system once per day and if the judge makes the correct decision give them the reward, if not give them nothing, that way people will actually read to make sure their choice was correct.
