Teemo & Homeguard's interaction bug. (Gameplay)

I've noticed this in nearly every game i've tried purchasing homeguards as teemo. Backing to base and the Homeguards take quite a few seconds to proc, or not proc at all. Entirely defeating the purpose of the upgrade.

to recreate: Purchase Homeguard upgrade Back from lane Notice no homeguard buff spaz around fountain for a few seconds maybe get buff sprint to lane.

this has caused me to stop purchasing homeguards on teemo ever because it's wasted gold.
