Ekko passive and sated devorer doesn't proc

Hello guys,

So as I was playing AD Ekko in the jungle (that is my way to play it), I wanted to buy devorer to be able to proc the passive in 2 hits only (like Vi for example), but as it was stacked, the passive wouldn't proc in 2 hits but 3, as if I didn't have the item. I'm not sure this is suppose to be intentionnal. The damage of the sated devorer were here though, I could even see the double animation of the tiamat, but not the passove.

It's because his passive says when his abilities or basic attack does damage.

And I quote, "Ekko's abilities and basic attacks apply Z-Drive Resonance to affected enemies upon damaging them, lasting up to 4 seconds and stacking up to 3 times."

Since Sated only procs on-hit effects, meaning the 'attack' done by it does 0 damage, it's not counted by his passive. If Sated actually made him do a double strike, then yes it would proc his passive as it would count as a basic attack, but it doesn't. It just has you do a second proc of on-hits.
