8/13/17 Download Issue

Update speed on my laptop going from slow to slower. I have tried all the standard solutions, running as admin, launching different launchers as admin, running on a wired connection etc. The best I have gotten is 3 mb/s for like 30-45s before it dropped quickly to around 300 kb/s. Wired both google and speedtest.net showing my download as 190-220 mb/s and upload at 8-11 mb/s. Steam and other launchers will update and download games at 12-25 mb/s consistently. Hoping you guys can do more than link me to the connection trouble page which is no help at all.
