[Client] Punished for Dodging Because Other Player Didn't Choose Champ

During champion selection for a normal non-ranked draft game, I was 4th choice and was choosing at the same time as the 3rd choice player on my team. I chose my champion. 3rd choice did not choose a champion. I was given the five minute dodge penalty when the game went back to the queue screen.
