why is guardian so inconsistent

like one time it's up a tower shot doesn't proc it next time it does sometimes when i shield or heal an ally it doesn't set it up heck there have been some times where we are both glowing and it still won't go off if we take champ, monster, or tower damage

It's a very short range

yeah but when you heal or shield it has the set up on whoever you healed/shielded for 2.5 seconds and a good bit of the time when i do it that way as taric it doesn't go off
