Olaf Ability Slow Motion Animation Issue

I was wondering if anyone else or if Riot is aware of this issue, whenever I play Olaf on Win7 for some reason his Undertow and Reckless Swing animations result in them playing at half speed. This results in missed skill shots or reckless swing taking forever to actually hit something. On windows XP they play just fine. I decided to test out other champions to see if it was an overall thing as I have seen posts about this bug already existing overall. Turns out its exclusive.

I decided to try repairing the LOL client only to find it reverts it back to v.1.3 lawl. After re installing the issue persists.

I hope someone has an idea or experience with this issue to help me resolve it as I don't want to be forced to sacrifice my favorite champion to play the game.
