Summoner Name Change Shop Glitched?

So today I had enough IP to purchase a summoner name change but for some reason whenever I go to the shop it displays the 13900 IP required for the Name change in red and that was odd but I clicked on unlock still and it showed me that I only had 13110 IP when I have 13958 IP. I tried restarting my client and going on another PC multiple times but it didnt work. I've submitted a ticket already but I just wanted to post this here to see if any of you guys know a way to fix this.
