[CLIENT] Champions not appearing in champion select

After getting into champion select I can't pick or ban any champion, because there are no champion icons.

Step-by-step instructions on how to reproduce the issue:

1. Queue for a game.
2. Click on accept.
3. There are no champion icons for you to pick from.

Frequency of the bug: once every 3-5 days
