My Friend Got Leave Buster When He Did Not Leave

So for some reason the game said we could remake, because someone was afk. No one was actually afk, but our team voted to do so just to see what would happen. For some reason the game still surrendered, which was thought to happen, but my friend Medic Titan was not AFK yet got leave buster, can we please have someone resolve this issue.
