So after not logging into an account of mine for a bit, i come back to my name being changed and find another summoner with that name. i can only imagine this is a bug related to name availability. yes, the account is level 1, but that shouldnt matter. i already had the account made and had the name taken.
There exists a summoner name decay system that basically means it is possible for names of inactive accounts to be taken by other users. So far as a level 1 account is concerned, it would need to be inactive for 6 months, at which point any other user could claim the name through a summoner name change.

If it's a level 1 account, why not make another account. I doubt you spent money on a level 1 account. Making a new account will be faster if you plan to play that account.
