League Installation Randomly Getting Stuck (step 2/2, Windows 8)

When the "Reborn" Teaser thing came out, i exited LoL because I wanted to take a break, then suddenly I couldn't open up LoL. It would just not open, but then I kept trying and trying, it finally popped the amazing LoL sign, but did not open to the launcher. I just uninstalled LoL and reinstalled LoL, but now when it gets to step 2/2, it would get stuck on random numbers like (before I decided to try the force update technique) 40%, 41%, 67%, 76%, 99% (really?). So then I "forced updated" LoL and now it freezes at 65% and 76%, which is the only one that it gets to I know so far because it never got past 76%. Could anyone help me please? I really want to play League when I can. Should I just wait for it to load or is that not going to work w/ all of the numbers?
