Micro-stutter fix?

I don't exactly know what form of discussion this is meant to go but I think "bug" is appropriate enough.

One day, I was just playing league of legends where everything was at the top of its game, FPS was high (ranging from 200 - 300FPS) and ping was very VERY consistent (at exactly 70 ping during gameplay and 36 ping when loading). Then the next day everything literally went and crapped itself. I went to go and check FPS which had a SLIGHT DROP of 1-2 and ping was fine.

My setup currently: AMD 9 3900x (overclocked to 4.2GHz from 3.8) EVGA RTX 2060 Super G-Skill Trident 3200MHz-DDR4 (I do understand that AMD utilizes higher Hz in ram)

I'm not flexing, but with this high-end build I should not have this kind of problem when an older PC I own (a non-overclockable i5 paired with a 1060) can perform less but have 0 micro stutters. If you don't understand these parts, just know that it's an overkill for a game like League, which baffles me as to why I'm getting micro stutters. So if anyone in this community has any form of solution, I am open.

UPDATE: So apparently I managed to fix this micro-stutter by increasing my core ratio count from 42.00 (which is 4.2GHz) to 45.00 and by increasing voltage from 1.3V to 1.45V. Anyone why it did that? Was it just because of bottlenecking?

a whole lot of people are having this issue. theres a TON of threads exactly like yours right now. reinstalling the client helped briefly but it comes back. i'm trying a forced windows update now to see if that helps. but yes they really screwed something up in 9.23 and its not even their balance this time. hell I wouldn't even know if the balance is a problem right now because the client is so f***ed up I can't play a legit game..
