Block list issue + block does not work

hey there ,1st i want to ask were is the block list in the new launcher(i 've not played for over a year and do not know where can i found it) 2nd yesterday there was this toxic player i muted him in the game after the game i click the block button next game the same toxic guy wasnt muted in the game and after the second game i could block him again.. can you help me guys what to do it seems that this blocklist isn't working properly
