Bug in game needs fixing

I play rek'sai alot and i noticed something that happens allmost everytime when she is underground sometimes she doesnt pop up her target and just comes out of ground some wierd shit huh . if i have to i will upload video for proof has to be taken care of

She can only knock-up the same target once every 10-seconds or so. So if you knock someone up, the burrow and unborrow on its CD, then you won't knock them up again.

This is an intended mechanic.
