Visual bug on Illaoi ability scaling

Playing Illaoi i notice that practically every game, her ability bubbles are totally filled by level 15-16. They allow me to scale them until 18 so im half convinced its only a visual bug. But i also get a ton of kills all the time so like... it could just be coincidence im going against terrible laners, or my abilities are scaling way too hard? Illaoi OP
