Himer Double laser???

Idk but is himer supposed to get 2 lasers per turret when he hits you with his stun??? if someone at riot sees this pls let me know because if so... WHY? this hiem in my last game one shot our tank with 3 turrets and a stun. he did have tons of magic pen but really, its very broken or op whichever it is [zombie-brand-clap]
oh and that he has effortless farming and has enough damage to basically rival the fountain... well you get what i am saying
