Al that comes up is this black screen that says please wait, I wait and it just goes back to the start screen. Aram and blind pick work fine.

I am having the same issue.
I went to play a game about an hour ago, someone q dodged. when i got put into the next game, the ban timer ran down to zero (for another player) and it showed everyone leaving the room in the chat box. However, my client did not exit me out of the room -- i waited for about 5-8 minutes before i closed the client. Now, when i try to join a game, i have the same "please wait" screen and after about 1-2 minutes it just exits back to home screen.
Edit ** It appears that this bug has been going on for a few months.. and from what i've read players are not pleased (seems like its not being addressed, although, it could just be people not following instructions, but I would really like to be able to play ranked). This is disappointing news for me...
I tried to join someone elses ranked game and the same "please wait" screen appeared and then it booted me back to home screen again.
Same thing here. Just started an hour or two ago. The game froze when someone was picking their ban. We could talk to each other, but it froze on 0 seconds left.
Here's what I have tried.
Resetting/restarting router and modem. Restarting PC. Re-downloading pre-requisites (redistributable etc...) Deleting cache. Flushing DNS. Releasing and renewing IP. Wired and wireless connection. Uninstalling client and air folders for re-patch. Then, I uninstalled the whole game, removed from registry, and did a full delete. Re-installed. Same problem. No fix.
Same thing happened to me, was in queue for an unusually long time, tried to cancel and couldn't, restarted client and now cannot start a draft pick. I am still able to on another account, however.
I have tried the following with no luck -restarting client/computer -running as admin -being invited by another player

Im having this problem as well. I was in a Waiting Que searching for a game in ranked, people Dodged and declined games for 20 minutes straight. and when i tried to finally cancel the Que. it wouldnt let me. so i exited my game, then now every time i try to start up a Ranked or Normal Draft game. it goes to black screen for about 2 minutes. then kicks me back to home screen. Even after i hit Repair. it didnt fix it
I'm not going to bother submitting a ticket because it seems this problem dates back to January of this year.
6 month bug still not fixed.

THIS HAS BEEN GOING ON FOR 6 MONTHS RIOT PLEASE THIS JUST HAPPENED TO ME PLEASE HELP US THIS ISNT WORKING AND I ONLY PLAY RANKED AND DRAFT PLEASE HELP!!!!!!! 
Apparently this bug is account related, i've just logged into another account and i can enter ranked games without an issue.

Same thing happen to me I was in a ranked game and was my turn to ban. I could not pick a ban and the counter kept blaring at me. we could all chat but not play. Some even tried to dodge but that didn't change anything.
Worse part is, I was in series for silver. I had to log out and I noticed they game me a loss for it.
I'm sure RIOT will not make that right

Same thing. Was in solo game. First ban on enemy stuck at 0 seconds for minutes. Restarted client. Can't even play. I play ranked only and this may be the nail in the coffin for this game.
