Why does the Player suffer for Riot glitches

Unable to select a champion in Ranked Champ select - In my recent match of ranked we had first pick and the picked began to rotate. We picked one champ , then they picked two. Then when it was my turn and another Summoner's, It said it was still their pick even though it made the sound to signify the rotation of picks. Both myself and the other player were highlighted but we couldn't do anything. Please Riot find out how to fix this or what the issue is. Also let me know if other Summoners such as myself have had this issue. Thanks again -Nxgt
