On Jinx, when having 100% crit chance with infinity edge, statkk shiv, rapid firecannon and runaan's hurricane. When she auto-attack right after switching stance the basic attack will not crit.

I'm not entirely certain, but I think the crit chance maxes out before 100%. I remember seeing it somewhere and it's that way in most games anyways, there's usually never 100% chance to crit unless there's an ability that specifically says 'Can gain up to 100% crit chance'
Crit chance is hard capped at 100% (Makes you wonder, but then again... Ashe could probably make use of +101 crit) so you can definitely get yourself to 100% crit. Yasuo normal build is to get 100%. There has been 100% crit GP before the rework, etc.
