Twisted Fate Stacked Deck is Bugged

Recently, I was trying out practice tool because i felt i wasn't doing a lot of damage in ranked with twisted fate.

Items: Fully stack RoD, Hourglass, Lichbane, Deathcap, Sorc boots, and Void Staff

I'm assuming lichbane doesn't proc if you have pick a card rotating before stacked deck comes around. What I mean by this is base Blue card damage is 671 total damage with no stacked deck. Click pick a card after stacked deck is ready, the total damage for Blue Card will be 1016 total damage.The problem I'm not sure about is if you activate pick a card to have it rotating before before stacked deck is active. (Click pick a card) to have the cards rotating, then auto attack a few times to bring up stacked deck, finally select Blue Card then the total damage for the two combine will be 731 total damage or sometimes less. Sometimes it's still 671 total damage amd not even applying stack deck.

Is it suppose to be this way?
