Vi's Flash Q and 5 Stack dragon buff dropping off of a champion in the new 4.21 patch

In the last ranked game I played (around 9 or 10 West coast time) on the NA server I was in a game right after patch 4.21 came out. I was playing vi jungle (which I have played quite a bit) and tried the old flash q on a top lane gank only to find that the flash is cancelling the q. Just to be sure I went into a bots game and tried a few other flash q's with vi. I have been able to do it before and tried releasing q before and after flash, both stopped the q from going forward.

As for the Dragon buff dropping off, in that same ranked game we had a jinx ADC who got GA. We got our 5th dragon and pushed into the base to win, when the Jinx died in the fighting says her 5 dragon stacks disappeared upon returning to life.
