My Information Was Reset - Can't submit a ticket

I can't login the LoL website to submit a ticket. It just says "My Account" in the upper-right, instead of my summoner name. When I go to submit a ticket, it redirects to a page that says I was logged back out, then redirects me to another page to send me a security code, I enter the code from my email, and the site crashes.

When I log in to the game, I received a popup that my data couldn't be retrieved and my settings were reset. No big deal there. But then I saw my Riot Points are now 400 instead of the 1650ish they were and my blue essence is down from 5700ish to 300. My Worlds quests were also reset. I saw the Hecarim quests at first but after that crash, it is now with the ones involving Riven.

I'm not sure what is happening or how to reach out for support. In game and website clients are both broken and it doesn't seem to be a login issue with me or a security issue on my account. It almost seems like something crashed on the Riot client side and restored my account to an earlier setting.
