Nami passive is not correctly applying to most of my targets. I'm not sure if this is a conflict with the new masteries, or perhaps with Mobility boots? It also doesn't seem to scale correctly. One game I noticed it worked fine the first 10 minutes of the match, then later was completely off. It was supposed to give around 60 +(21.13) movement speed, but I only got around 40.

Is this buggy for other players as well?

Nah, there's a movespeed soft cap. After 415 MS, bonus MS is reduced to 80%, and after 491 it's reduced to 50%.
