No vintage overlay on splashes for vintage skin owners

Every other patch this breaks, why cant i have my vintage overlay for the skin i bought

As I'd mentioned in the other reply, I'm going to follow up with the team and see what the status is on this.

EDIT: This may just be related to Curling Veigar, looking at the bug tickets. D: Also, I have someone looking into it this week. If all goes well, this should be resolved in 6.10.

Don't think it's Curling Veigar specific. Noticed that my other account doesn't have the vintage border for Haunting Nocturne or Candy Cane Miss Fortune.

Will there ever be another point in time where people who bought vault skins or seasonal skins for the first when they were released will get vintage covers and icon?

We don't currently have anything planned. The vintage borders were originally created because content that was limited, was then changed to legacy.
