Mordekaiser Sated Devourer Bug

Not only does the Mace of Spades three hits not proc in two (like xin zhao's three talon strike), but they do not trigger the sated devourer at all.

Lifesteal and On Hit effects work (I've tested frozen mallet), so why doesn't devourer work?

The way I see it, When people like XinZhao get sated, the proc ONLY gives the knock up and not the damage. Since morde's Q is a multiplier of his damage, devourer does not work on him. It only applies on-hit effects but not on hit damage buffs if that makes any sense. It will do another item 3091 but not another item 3057 because sheen has a cooldown.
