Jhin W Marking Bug

I can't really get any accurate pictures of this bug to show the issue I'm having, but in my time playing Jhin, I've found that on occasion, a champion will seemingly randomly become permanently marked for the entire duration of the game. This isn't a one off issue I've been having, but it has happened for me in many games I've played the champion. I cannot isolate why it is happening, but maybe its an issue with automatic champion marking abilities, like kha zhix's isolate? If I could get any sort of information on this as well as whether or not its something thats being looked into, it would be appreciated as I love playing jhin, and hate this bug quite a bit.

Edit: After looking through other similiar threads, I wanted to also note that I only use the High Noon Jhin skin.
