Sivir and soraka
When you spell shield soraka's q, it blocks the damage, but still heals her. Does anyone know if it's supposed to be like this?

Each enemy champion hit by Starcall.png Starcall heals Soraka for an amount increased by 1% per 1% missing health.
You were hit by it but you wen't hit by it..

you're thinking of it like spell vamp, soraka's heal from the Q hit isnt spell vamp, you get health for hitting it, not stealing health.
Yes, this is intended. Soraka's Q doesn't actually need to damage you to receive the heal. Even if you block the ability with a spell shield, you were still technically hit by it.
Other abilities that act like this are Vladimir's Q and Darius' Q.
