Logged in and played some ranked games tonight. Wanted to play Elise 
Jungle as she is free to play this week (I don't own her yet). She was not banned in any of my games, but she was also not in the list of available champions so I could not pick her.
Not a bug. You can only play champions that you own when in ranked.
If you don't own a champion, you cannot play them in ranked, even if they are free to play.
Wouldn't this be a "No bug report"?
Jokes aside, like the others said you must own the champion to play it in Ranked.
Ok thanks guys. Somehow that detail has slipped past me all these months. But I own now anyway ^_^
