Inspiration preset page error

Is is just me who has a Inspiration preset page that looks like this? It has been like this since last patch when Riot changed positions of some runes.

I've had this problem too, over on the NA servers. I thought leveling up to 15 would sort it out, since then the rune pages fully unlock and my accound was below the level at that time, but no such luck; hit 15 today and it still is marked as unavailable.
