High Noon Yasuo Chroma Skins Bug

Hello, yesterday i bought the Chroma pack for Yasuo. and I wanted to see them in a custom game. so i went ahead and did that. but when i wanted to go ingame it said: missing dll d3dx9_9.dll I fixed all the error but afterwards I when back to the custom game, and i couldn't select any of High Noon Yasuo's chroma skins. but when i did have the bug I could select the Chroma skins, any fixes?
