Spoils of War Cooldown Visual Bug

So on all the items that have some sort of cooldown, there is a white line to show the visual countdown until it can be used again. For the Spoils of War passive, it shows up a few times but soon after, it doesn't show any visual. It just pops up when you can use it. This is a problem because as a support I need to know when it's about to come back up so I can heal my adc or myself. See this included screenshot. Circled on top, you can see the visual cooldown animation. On the screencap on the bottom that visual is gone and I have no actual idea when the passive would be up again.
