I have played a warmup game of Co-Op vs AI, Intro difficulty, and have encountered the bug visible in the video attached.

Patch: 7.7 Specs:
Intel 6700K
Nvidia Geforce 1070
MSI Z170A GAMING M5 DDR4
Corsair 2x8GB 3200 Hz
Windows 10 Home

Could not replicate the bug.

As an Ezreal main I believe he should lose mana and start his fairly long and annoying cast time. Also, he should E right into me and I do not believe Intro bots are capable of that. However, I am not perfect so feel free to correct me if I am wrong :)
