How do I report a hacked account?

my account was hacked just a few days ago and it sent all my friends a link for free roit points but its fake and all it does is get your account name and send it too people because people have been sending me like that and all i did was waring and telling them its fake i can still play i just want riot to look in to it.
Can a person steal your points, I think a guy ask me to friend him and stole 4000 points from me. The thing is, he was making a team on draft, and when i accept the friend request and went into the auto team mode, the guys never showed for the game his name and stuff was but it look like he was streaming not entered the hall with the rest of the team. Suddenly he leaves and another guy. Then the rest of the team delete me from the party.
This seem strange to invite someone then leave and they delete you. So once I returned to the lobby I notice that 4000 blue essence was missing from my stats. Did he and the that team invite me to hack my blue essence points or is this a bug, cus I purchased nothing. I saving for Zyra and I only needed 300 points. I need your help, what can I do, this is pure crap and I have been up late nights gaining the points and suddenly they dis apppear. OMG!!!!!!!!!
I think my friends account was hacked, the person is gifting his RP to other people in exchange for visa gift card money. My friend works very hard and tries to save his money to go to school while providing for himself and someone's spending his earned RP. This is unfair. Riot please do something I am contacting my friend via social media in order to tell him what happened. His name is Deityofpandas
