Player on other team DC and I get punished?

I was in a ranked queue and a player on the other team failed to pick a champion. Me and my teammates talked it over on how weird it was that the timer was gone and we were still in the lobby. Then it kicked us out and gave a an abandon match penalty when we didn't even abandon. Had this happened to anyone else?
