Not able to lock in during Draft champion select

I was doing my thing, heard the noise announcing it was my turn to lock in, yet it was still stuck on the person ahead of me. I waited out the thirty seconds hoping it was just a false sound or something, but when it appeared he had dodged it was I who dodged without anything I could have done. Has this happened to other summoners out there?
