[Gameplay] Anivia E sometimes does not do double damage

Sometimes when the Q and R chills overlap there seems to be an issue in how it refreshes the chill debuff. It happens when attempting to refresh the chill with a different Chill (Q > R or R > Q) when the first chill debuff is about to end. It seems be to be more based on her ultimate's debuff.
