URF Poppy Passive Has No Reduced Cooldown

Poppy's Buckler passive does not have a reduces Cooldown in URF. Does CDR not apply in normals either?

As far as I was made aware, unless the passive specifically scales with CDR, I don't believe they are influenced by it.
