DC, then can't use any abilities. [Gameplay]

I was playing a ranked game, and I got DC'd. I was back in about 30 seconds, but all of my abilities were greyed out and I couldn't use any of them. This is the second time this happened. Both times, I was playing Bard. Both times it was after I had DC'd briefly. I had to leave and reconnect to be able to use them again the first time, but the second time they came back after I died. Both are not very favourable options.
