Katarina unable to use Q or R

I was playing a game like normal when all of a sudden I was unable to recall or use my bouncing blade or death louts abilities. It wasn't my keyboard because i was able to type fine with the Q and R keys as well as I tried disconnecting then reconnecting but It didn't make a difference. After about 10 minutes everything returned to normal but by then the game was pretty much over. im not sure how the bug happened I was just playing like usaual but then I was unable to use my Q or R or B. Has anyone else got this problem?
