[Gameplay] Heimer turrets sometimes flat-out don't fire at all

I'm not talking about turrets not focusing on Heimer's AA target like they're supposed to (though that mechanic is essentially entirely broken and never works correctly, since it's reproducible just by playing the champion period I assume you know about it already and decided you don't care).

I'm talking about how sometimes the turret spawns, activates the cooldown on the ability, uses the mana, etc, and simply doesn't fire. I'd ballpark it at around 2-5% of the time. Most frequently it seems to occur when you drop the turret by a tower, with the tower just inside the range of the turret, but I've had it happen pretty much randomly, the middle of minion waves, the turret ceasing to fire after it's already laid and been working fine for several minutes, etc.

Since it seems to be almost entirely random, it's hard to really give steps for reproducing the issue. If I had to guess I'd say that there has to be some condition where your target priority scale can output a zero or where it can equally prioritize two targets or something. Since the targeting flat-out doesn't resemble the description in any way to begin with I can't really put it in terms of something going 'wrong' with the targeting beyond that.

It's a visual bug. They actually fire. The real bug here is when they randomly stop auto attacking after taking damage or some form of cc that already weared off.
