Gameplay lock in wont accept ranked draft

stuck in a ranked draft. i picked my champ and the next guy tried to pick his he is trying to pick rengar the countdown has gone to 0 and not kicked him (we are still in the que) he says he is hitting the lock in button and it wont do anything so as of now we are chilling in que plz help!!
