[Gameplay] Shop does not open with anivia

I queued up for a normal draft pick summoners rift game, and picked anivia. When buying my items I found that I could not open the shop menu, no matter if I pressed the hotkey, changed it, clicked the shop button, clicked the shopkeeper, or relogged and did the same. After I relogged I also noticed I could not even cast my abilities until I relogged AGAIN. The shop issue was not fixed by relogging, but the abilities issue was fixed. This was the first game since January 11, so I had to update.

How to reproduce: Queue for 5v5 Normal Draft pick, pick anivia, load in.

Frequency: only played the one game, I'm not sure if I can reproduce it at the moment, I have to go to work.
