Long delay/Unknown error/Game Crashin

Even when i am playing in my region where i live (EUNE - Brno,Czech republic) i still have incredible high delay between what i am seeing and what is really happening in client:

1. I can normally log to que
2. Once the game is found, i get loading from server pop-up and then i get accept/decline buttons
3. If i made it into the game, ussually i wont see any bans and if trying to pick banned chapion i am disconnected(lost LP like that)

Random Unknown error is appearing on my screen any time i am trying to:

1. Log to Que
2. Open shop
3. Open summoner page This unknown error is spamming me so i need to close it even 5+ times in row

What i did to get rid off these problems:

1. Re-installing LoL
2. Did file check in launcher
3. Updated all software possibly connected to game/launcher(Windows,DirectX,PhysicsX,Nvidia...)
4. Clean boot
5. reinstalling whole Win + deleting ALL data

For anyone who is thinking that its problem with internet connection, i doubt about it, i have 10MB(not Mb)/s download and 7MB/s Upload
