Gragas Passive - MULTIPLE bugs again

The bug is gragas passive not showing a cooldown, even though it was used. For instance, you can use e or q and you get the hp but the passive doeesn't go on cooldown. It requires using W to get the passive to show a cooldown. W seems to be special and might be what starts the initial "bug chain". Sorry for lack of video, hope it gets fixed soon/this description makes sense.
