[gameplay] Victors e acting weird in normal cast

I was in a custom game playing victor first time and found myself unable to use his e. It wouldn't go off most of the times that i clicked and it was very annoying. My friend then suggested trying smart cast and it worked fine and i keeped testing by going back and forth but there was always problems in normal cast. Its probably better to use smart anyway but could confuse other players if not fixed
