[CLIENT][SHOP] Mystery Gifting not working as intended?

Hello,

When mystery gifting, it seems the shop has been leaving out all newer skins that are put away into the legacy vault. In the past, these skins added to the number of skins available for MG. However, after the update to the new client, it seems like they are excluded and do not increase the count. Only skins available currently in the shop seem to add to the count.

List of skins that should be available to be mystery gifted on my account: None of which are at a discounted price currently.

List of skins on my wife's account that should be mystery giftable: None of which are at a discounted price currently.

Conditions to reproduce:

1. Have 9 skins or fewer available in the shop.
2. Have any number of legacy skins in the vault that add up, with the skins available in the shop, to at least 10.

Steps to reproduce:

1. Attempt mystery gift.

Expected Results: Error message saying the following and yes, it has nothing that follows that message.

"You are unable to send this gift for one of the following reasons:"
