Game does not launch

I've had this issue for awhile now. I double click the icon the patcher/starting UI comes up. I hit play. Then nothing happens, at all. My task manager will show one LOLpatcher file, but its not active. If i double click or even try to run as administrator the same thing happens or I get an error message saying a version of the game is already running asking if i would like to terminate it. This all results in me trying to launch the game anywhere from just a couple times to many times before i can get into the game UI.

Do I need to delete some logs? is it a UI updating in the background that keeps it from launching?

EDIT: I just ran a repair and nothing has changed.
