[GAMEPLAY] Fizz - Q not activating the sheen/lich bane proc

On Fizz when you are very close/on top of a champion or minion and you use Q to dash through the champion/minion the sheen/lich bane proc does not activate.

In order to get the damage from the sheen/lich bane proc you have to auto attack after using Q. I believe this bug has appeared before and was supposedly fixed. This is a problem because I might not have time to auto attack after Q-ing someone if I don't have a lot of health.

I've tried this in several games and this has happened each time, it happens on all skins.
